Winter lake fishing during drawdowns

How falling winter pools move fish, where to look, and tips from Kentucky and Arkansas fisheries biologists, with a live list of the lakes furthest below full pool today.

Short answer: when a lake drops to winter pool, fish leave the shallows and pull out to the nearest deeper water: creek channels, points, steep banks and the deepest cover left underwater. A falling lake also squeezes baitfish out of cover, which gives bass and crappie an easy meal. Check whether the lake is still falling or has leveled off, then fish the edge where the shallows meet deep water.

Why lakes drop in winter

Many reservoirs are lowered on purpose each fall, to make room for winter and spring floods or to follow a seasonal guide curve. Kentucky’s fisheries staff note that fall drawdowns on many reservoirs start between mid-September and early October and bring several weeks of falling water (Kentucky Dept. of Fish & Wildlife). Our guide why is the lake so low? covers the reasons, and the TVA winter drawdown guide has every TVA lake’s curve.

How a drawdown moves fish

  • Falling water pushes fish deeper. Kentucky biologist Jeremy Shiflet says the hard fall drawdown puts mobile species (crappie, hybrids, white bass, walleye) “on the move,” and murky water makes it harder for them to sight-feed, so they take a while to settle.
  • Prey gets forced out of cover. The Arkansas Game and Fish Commission says that as water recedes, small fish hiding in vegetation are forced out, so black bass and larger crappie eat more for less effort and grow over the winter.
  • Rising water reverses it. A heavy rain can bump a lake up even during a drawdown; rising water floods new cover and draws baitfish, and then predators, back shallow.

Where to fish a lake at winter pool

  • Steep banks before flats. Kentucky angler-educator Geoff Roberts finds fish on steep banks are less bothered by falling water than fish on flat banks.
  • The last row of cover. When the water is falling, don’t pound the bank. Cast to the deepest visible cover and note the bank’s contour.
  • Slow down or go big. Kentucky Afield host Chad Miles says some anglers finesse lethargic fish with light line and small jigs, while others power-fish crankbaits, jerkbaits and spinnerbaits to trigger reaction bites; both work depending on the day.
  • Scout the dry lakebed. AGFC suggests walking exposed shoreline with a GPS or mapping app and dropping pins on stumps, rock and brush you’ll fish when the water returns.

Safety and access at low water

  • Some ramps can’t launch at winter pool. AGFC notes drawdowns “may be a bit inconvenient at a few boat ramps”; check with the lake operator before you tow.
  • Stumps, rock piles and old roadbeds that are safely deep in summer can sit just under the surface. Run slowly in unfamiliar water.
  • Winter water is cold. The National Center for Cold Water Safety says most people get maximum cold shock in 50–60°F water without thermal protection (coldwatersafety.org). Wear your life jacket.

FAQ

Where do fish go when a lake is drawn down?

Toward the nearest deeper water: creek channels, points, steep banks and the deepest remaining cover. Kentucky biologists say mobile species such as crappie, hybrids, white bass and walleye move a lot during a hard fall drawdown.

Is fishing good during a winter drawdown?

It can be. The Arkansas Game and Fish Commission says receding water forces small fish out of cover, so bass and larger crappie can feed more easily. Fishing is usually toughest while the lake is falling fast and the water is murky.

Should I fish shallow or deep when the lake is falling?

Mostly deeper. Kentucky’s advice is to fish the last row of visible cover and favor steep banks, where fish are less affected by falling water than on flats.

How do I know if my lake is still dropping?

Open the lake’s page on LakeCharts: it shows today’s level, the 7-day change and the full or winter pool where the operator publishes one.
